LABSS Consortia

CONSORTIA TECHNICAL WORKING GROUP

Members from each of the seven consortia provide both management and technical expertise. The group plays a wide role in gathering and sharing common working practices as referenced by the objectives of consortia working. The group also monitors and oversees the development of the STAS and registered details schemes. Given the customer links between Scotland and the rest of the UK the group also has a development role with LABC to maximise the benefits joint and cross border working.

All of this work is carried out to target local authority and LABSS services including:-

  • STAS
  • Registered details
  • LABSS information papers
  • Learning and Knowledge

DIGITAL DELIVERY GROUP

Lead Consortium Group members form a core part of the LABSS Digital Delivery Group (LABSS DDG), which is the operational group delivering digital transformational change within local authorities as well as the forum for local issues to be raised and considered nationally. Consortia Group Leads represent the individual Local Authority Leads who are best placed to consider, instruct, and influence change within their respective organisations whilst representing that authority’s position.

The DDG also includes other LABSS members who are contributors, providing expert advice and / or participate in other working groups, initiatives and tasks being undertaken by the group.

The LABSS DDG also provides a central verifier support role coordinated through the LABSS DDG Lead. This service is primarily for when a verifier seeks specific advice on matters such as emerging digital technologies, back-office operating systems, data consistency, benchmarking and national adopted processes.

The overall aim of the group is to:

  • To deliver digital service improvement for Local Authority Verifiers.
  • To deliver digital service improvement for stakeholders and customers.
  • To deliver improvement in the interests of efficiencies and best practice.

 

The Local Authorities within LABSS work in local Consortia Groups aimed at supporting and encouraging

  • discussion/promotion of LABSS matters,
  • uniformity of interpretation,
  • partnership working,
  • continuous improvement/best value,
  • sharing knowledge and experience,
  • collation of information; and
  • customer dispute resolution.

Consortia Groups report to the LABSS Management Board.

The LABSS management structure confirms the role of the consortia in the organisation which is supported by the Model Constitution for LABSS Consortia .
