Certifiers of Construction

The certification of construction option for Section 3 (Environment) and Section 4 (Safety)

All works on housing projects and on non-domestic projects, which are subject to a building warrant, including new build projects, extensions and refurbishments, must meet the requirement of Section 3 (Environment) and Section 4 (Safety). If you are planning a building project you have the option of going to a Certifier of Construction to get confirmation that your works on site meet these requirements. Certification and information on certifiers of construction is further explained by reference to the following documents: BSD Certification Handbook and in the Register of certifiers held by the BSD, and Procedural Guidance on Certification including Information to be submitted with a Building Warrant Application

Certification of work is optional but there are benefits including reduced building warrant fees and faster acceptance of completion certificates by local authorities. A completion certificate may be accompanied by a certificate of construction that confirms the plumbing, drainage, heating and electrical installation meets the requirements of building regulations.

 

Plumbing Drainage and Heating

BSD appointed SNIPEF to run the Certification of Construction (Drainage, Heating and Plumbing) Scheme to provide confirmation of compliance with Section 3 (Environment) and Section 4 (Safety) of the Building Regulations for Domestic and Non Domestic (commercial) Buildings in Scotland: SNIPEF Scheme - trade associations for the plumbing drainage and heating for Scotland and Northern Ireland

An Approved Certifier must be employed by a business (Approved Body) which is either a member of the Plumbing Industry Licensing Scheme (operated by SNIPEF) or they must meet the Licensing scheme criteria.

Electrical

BSD appointed two scheme providers for Certification of Construction (Electrical Installations to BS 7671) which provide confirmation of compliance with Section 4 (Safety) for buildings in Scotland: SELECT Scheme - Scotland’s trade associations for the electrical industry NICEIC (now trading as Certsure LLP) Scheme - the electrical contracting industries independent voluntary body for electrical installation matters throughout the UK
