Title:Data verification for non-domestic energy submissions
Overview:
In February 2016, LABSS published “Procedural guidance on verification of certified and non-certified routes for compliance with the building regulations”.
This guidance was produced to encourage a consistent approach to the verification of certifiable work.
To further support Local Authorities in terms of non-certified energy submissions, LABSS have developed a “Data Verification Checklist for non-domestic energy submissions”. This has been developed in partnership with BRE and will assist verifiers undertake reasonable inquiry for energy calculations (prepared using iSBEM, FI-SBEM or DSM) provided as part of Section 6 submissions for non-domestic building warrant applications.
To ensure understanding of this initiative, LABSS have organised a series of training days. The objective of the training is to introduce the Checklist and for attendees to gain an insight into using the Checklist.
The training shall encompass:
Introduction
Section 6 submission paperwork
Submitter statement and critical elements for site inspection
Risk assessment for the submission
How to use the Checklist, including checks, defaults, backstops and sources of guidance
Practical examples of using the Checklist
Aimed at:
The level of the target audience will be Building Standards surveyors with up-to-date experience of assessing Section 6 non-domestic energy submissions. Of note, the training is not a refresher course for SBEM and, therefore, is not targeted at staff who do not regularly undertake Section 6 non-domestic energy assessments.

Arrangements:
4 individual training sessions to be hosted by 4 individual authorities, likely to be spread geographically across the 7 consortia in Scotland (locations to be finalised). Each session to have a maximum capacity of 25 attendees.

£0.00 - LABSS to subsidise the cost of training.
Travel costs to be met by each attendee’s local authority verifier.

Colin is a building services engineer with over 15 years’ experience in design, energy management, sustainability, monitoring and testing. Colin’s work with BRE Scotland includes delivering research and consultancy services on building energy performance, renewable energy, energy efficiency, building services and sustainability within the built environment. Colin also acts as Lead Assessor and Lead Auditor for BRE Global’s Approved Certifier of Design (Section 6 – Energy) schemes. He has also significant experience in the as-built testing, monitoring and post occupancy evaluation of new build low carbon dwellings.
